My introduction into Child Protective Service cases was due to a grandmother in an adjoining state who called me with her tragic story. Her two granddaughters had been taken from her daughter who lived in my district. Her daughter was told wrongly that if she wanted to see her children again she should sign a paper and give up her children. Frightened and young, the daughter did. I have since discovered that parents are often threatened into cooperation of permanent separation of their children.

 

The children were taken to another county and placed in foster care. The foster parents were told wrongly that they could adopt the children. The grandmother then jumped through every hoop known to man in order to get her granddaughters. When the case finally came to court it was made evident by one of the foster parent’s children that the foster parents had, at any given time, 18 foster children and that the foster mother had an inappropriate relationship with a caseworker. In the courtroom, the juvenile judge acted as though she was shocked and said the two girls would be removed quickly. They were not removed. Finally, after much pressure being applied to the Department of Family and Children Services of Georgia (DFCS), the children were driven to South Georgia to meet their grandmother who gladly drove to meet them.

 

After being with their grandmother two or three days, the judge, quite out of the blue, wrote up a new order to send the girls to their father, who previously had no interest in the case and who lived on the West Coast. The father was in “adult entertainment”. His girlfriend worked as an “escort” and his brother, who also worked in the business, had a sexual charge brought against him.

 

Within a couple of days the father was knocking on the grandmother’s door and took the girls kicking and screaming to California.

 

The father developed an unusual relationship with the former foster parents and soon moved to the southeast. The foster parents began driving to the father’s residence and picking up the little girls for visits. The oldest child had told her mother and grandmother on two different occasions that the foster father molested her.

To this day after five years, this loving, caring blood relative grandmother does not even have visitation privileges with the children. The little girls are, in my opinion, permanently traumatized and the young mother of the girls was so traumatized with shock when the girls were first removed from her that she has never completely recovered. The mother has rights but the father still has custody of the children.

 

Throughout this case and through the process of dealing with multiple other mismanaged cases of the Department of Family and Children Services (DFCS), I have worked with other desperate parents across the state of Georgia and in many other States because their children were taken for no cause and they have no one with whom to turn. I have witnessed ruthless behavior from many caseworkers, social workers, investigators, lawyers, judges, therapists, and others such as those who “pick up” the children. I have been stunned by what I have seen and heard from victims all across this land.

 

In this report, I have focused mainly on the Georgia Department of Family and Children Services (DFCS). However, I believe Child Protective Services nationwide has become corrupt and that the entire system is broken beyond repair. I am convinced parents and families should be warned of the dangers.

The Department of Child Protective Services, known as the Department of Family and Children Services (DFCS) in Georgia and other titles in other states, has become a “protected empire” built on taking children and separating families. This is not to say that there are not those children who do need to be removed from wretched situations and need protection.

 

However, this report is concerned with the children and parents caught up in “legal kidnapping,” ineffective policies, and an agency that on certain occasions would not remove a child (or children) when the child was enduring torment and abuse.

 

In one county in my District, I arranged a meeting for thirty-seven families to speak freely and without fear. These poor parents and grandparents spoke of their painful, heart wrenching encounters with DFCS. Their suffering was overwhelming. They wept and cried. Some did not know where their children were and had not seen them in years. I had witnessed the “Gestapo” at work and I witnessed the deceitful conditions under which children were taken in the middle of the night, out of hospitals, off of school buses, and out of homes. In one county a private drug testing business was operating within the agency’s department that required many, many drug tests from parents and individuals for profit. It has already made over $100,000.

 

Due to being exposed, several employees in this particular office were fired. However, they have now been rehired either in neighboring counties or in the same county again. According to the calls I am now receiving, the conditions in that county are returning to the same practices that they had before the light was shown on their evil deeds.

Having worked with probably 300 cases statewide, and now hundreds and hundreds across this nation and in nearly every state, I am convinced there is no responsibility and no accountability in Child Protective Services system.

I have come to the conclusion:

 

· that poor parents very often are targeted to lose their children because they do not have the where-with-all to hire lawyers and fight the system. Being poor does not mean you are not a good parent or that you do not love your child, or that your child should be removed and placed with strangers;

 

· that all parents are capable of making mistakes and that making a mistake does not mean your children are to be removed from the home. Even if the home is not perfect, it is home; and that’s where a child is the safest and where he or she wants to be, with family;

 

· that parenting classes, anger management classes, counseling referrals, therapy classes and on and on are demanded of parents with no compassion by the system even while the parents are at work and while their children are separated from them. (some times parents are required to pay for the programs) This can take months or even years and it emotionally devastates both children and parents. Parents are victimized by “the system” that makes a profit for holding children longer and “bonuses” for not returning children to their parents;

 

· that caseworkers and social workers are very often guilty of fraud. They withhold and destroy evidence. They fabricate evidence and they seek to terminate parental rights unnecessarily. However, when charges are made against Child Protective Services, the charges are ignored;

 

· that the separation of families and the “snatching of children” is growing as a business because local governments have grown accustomed to having these taxpayer dollars to balance their ever-expanding budgets;

 

· that Child Protective Services and Juvenile Court can always hide behind a confidentiality clause in order to protect their decisions and keep the funds flowing. There should be open records and “court watches”! Look who is being paid! There are state employees, lawyers, court investigators, guardian ad litems, court personnel, and judges. There are psychologists, and psychiatrists, counselors, caseworkers, therapists, foster parents, adoptive parents, and on and on. All are looking to the children in state custody to provide job security. Parents do not realize that the social workers are the glue that hold “the system” together that funds the court, funds the court appointed attorneys, and the multiple other jobs including the “system’s” psychiatrists, therapists, their own attorneys and others.

 

· that The Adoption and the Safe Families Act, set in motion first in 1974 by Walter Mondale and later in 1997 by President Bill Clinton, offered cash “bonuses” to the states for every child they adopted out of foster care. In order to receive the “adoption incentive bonuses” local child protective services need more children. They must have merchandise (children) that sells and you must have plenty so the buyer can choose. Some counties are known to give a $4,000 to $6,000 bonus for each child adopted out to strangers and an additional $2,000 for a “special needs” child. Employees work to keep the federal dollars flowing;

 

· State Departments of Human Resources (DHR) and affiliates are given a baseline number of expected adoptions based on population. For every child DHR and CPS can get adopted, there is the bonus of $4,000 or maybe $6,000. But that is only the beginning figure in the formula in which each bonus is multiplied by the percentage that the State has managed to exceed its baseline adoption number. Therefore States and local communities work hard to reach their goals for increased numbers of adoptions for children in foster care.

 

· that there is double dipping. The funding continues as long as the child is out of the home. There is funding for foster care then when a child is placed with a new family, then “adoption bonus funds” are available. When a child is placed in a mental health facility and is on 16 drugs per day, like two children of a constituent of mine, more funds are involved and so is Medicaid;

 

· As you can see this program is ordered from the very top and run by Health and Human Resources. This is why victims of CPS get no help from their legislators. It explains why my bill, SB 415 suffered such defeat in the Judicial Committee, why I was cut off at every juncture. Legislators and Governors must remember who funds their paychecks.

 

· that there are no financial resources and no real drive to unite a family and help keep them together or provide effective care;

 

· that the incentive for social workers to return children to their parents quickly after taking them has disappeared and who in protective services will step up to the plate and say, “This must end! No one, because they are all in the system together and a system with no leader and no clear policies will always fail the children. Just look at the waste in government that is forced upon the tax payer;

 

· that the “Policy Manual” is considered “the last word” for CPS/DFCS. However, it is too long, too confusing, poorly written and does not take the law into consideration;

 

· that if the lives of children were improved by removing them from their homes, there might be a greater need for protective services, but today children are not safer. Children, of whom I am aware, have been raped and impregnated in foster care;

 

· It is a known fact that children are in much more danger in foster care than they are in their own home even though home may not be perfect;

 

· that some parents are even told if they want to see their children or grandchildren, they must divorce their spouse. Many, who are under privileged, feeling they have no option, will divorce and then just continue to live together. This is an anti-family policy, but parents will do anything to get their children home with them. However, when the parents cooperate with Child Protective Services, their behavior is interpreted as guilt when nothing could be further from the truth;

 

· Fathers, (non-custodial parents) I must add, are oftentimes treated as criminals without access to visit or even see their own children and have child support payments strangling the very life out of them;

· that the Foster Parents Bill of Rights does not stress that a foster parent is there temporarily to care for a child until the child can be returned home. Many foster parents today use the Foster Parent Bill of Rights as a means to hire a lawyer and seek to adopt the child placed in their care from the real parents, who are desperately trying to get their child home and out of the system. Recently in Atlanta, a young couple learning to be new parents and loving it, were told that because of an anonymous complaint, their daughter would be taken into custody by the State DFCS. The couple was devastated and then was required by DFCS to take parenting classes, alcohol counseling and psychological evaluations if they wanted to get their child back. All of the courses cost money for which most parents are required to pay. While in their anxiety and turmoil to get their child home, the baby was left for hours in a car to die in the heat in her car seat by a foster parent who forgot about the child. This should never have happened. It is tragic. In many cases after the parents have jumped through all the hoops, they still do not get their child. As long as the child is not returned, there is money for the agency, for foster parents, for adoptive parents, and for the State;

 

· that tax dollars are being used to keep this gigantic system afloat, yet the victims, parents, grandparents, guardians and especially the children, are charged for the system’s services;

 

· that grandparents have called from all over the State of Georgia and from other states trying to get custody of their grandchildren. CPS claims relatives are contacted, but there are many many cases that prove differently. Grandparents who lose their grandchildren to strangers have lost their own flesh and blood. The children lose their family heritage and grandparents, and parents too, lose all connections to their heirs;

 

· that The National Center on Child Abuse and Neglect in 1998 reported that six times as many children died in foster care than in the general public and that once removed to official “safety”, these children are far more likely to suffer abuse, including sexual molestation than in the general population. Think what that number is today ten years later!

 

· That according to the California Little Hoover Commission Report in 2003, 30% to 70% of the children in California group homes do not belong there and should not have been removed from their homes.

 

RECOMMENDATIONS:

 

1. Call for an independent audit of all State Child Protective Services (CPS) and for a Federal Congressional hearing on Child Protective Services nationwide.

 

2. Activate immediate change. Every day that passes means more families and children are subject to being held hostage and their lives destroyed.

 

3. Abolish the Federal and State financial incentives that have turned Child Protective Services into a business that separate families for money.

 

4. Grant to parents their rights verbally and in writing.

 

5. Mandate a search for family members to be given the opportunity to adopt their own relatives if children need to be removed permanently.

 

6. Mandate a jury trial where every piece of evidence is presented before permanently removing a child from his or her parents. Open family court. Remove the secrecy. Allow the press and family members access. Give parents the opportunity in court to speak and be a part of their children’s future.

 

7. Require a warrant or a positive emergency circumstance before removing children from their parents. (Judge Arthur G. Christean, Utah Bar Journal, January, 1997 reported that “except in emergency circumstances, including the need for immediate medical care, require warrants upon affidavits of probable cause before entry upon private property is permitted for the forcible removal of children from their parents.”)

 

8. Uphold the laws when someone fabricates or presents false evidence. If a parent alleges fraud, hold a hearing with the right to discovery of all evidence made available to parents.

 

FINAL REMARKS

 

On my desk are scores of cases of exhausted families and terrified children. It has been beyond me to turn my back on these suffering, crying, and beaten down individuals. We are mistreating the most innocent. Child Protective Services have become an adult centered business to the detriment of children. No longer is judgment based on what the child needs or who the child wants to be or with whom, or what is really best for the whole family; it is some adult or bureaucrat who makes the decisions, based often on just hearsay, without ever consulting a family member, or just what is convenient, profitable, or less troublesome for the social workers.

 

I have witnessed such injustice and harm brought to so many families that I am not sure if I even believe reform of the system is possible! The system cannot be trusted. It does not serve the people. It obliterates families and children simply because it has the power to do so.

Children deserve better. Families deserve better. It’s time to pull back the curtain and set our children and families free.

    Hi Ms. Schaefer,
    I ran across your article on Children and Family Services while researching Nebarska state law suits within the Children and Family Services Department. As a former intern, volunteer, and employee within this state’s division I witnessed gross mishandling of cases.
    As a employee during my original probation period, I questioned my newly promoted supervisor on decisions which had and were being made on my cases which involved policy violations and actions which were not in the best interests of families. After reporting the violation which he had instructed me to commit, he retaliated through nonacceptance of my work which he had approved prior to my taking over of cases or previous supervisors had already approved of before cases were transfered to us. My supervisor eventually terminated me which I forseen to happen. My supervisor created a decietful termination letter. He did not have to include reasons for my termination, but he did and they were gross negative accusations which I am now left to fight against. I feel helpless as apparently I have no grievance rights and the Department can get away with their treatment of me. I have hired two attorneys who stated, I had a case, they took my money then did little to assist me.
    I now am faced with the daunting future that most responsible employers within the human services field are going to place in front of me releases of information forms so they can communicate with past employers meaning they will be informed of the contents of the termination letter. This has caused me so much distress and has the potential to gravely affect my ability to gain future employment.
    I gave everything I had to Ne DHHS. I worked diligently, I worked for free often putting in 60 hr work weeks to master my job. 20 hrs. over the mandatory. My supervisor stated to “get used to working for the state” when refering to my excessive free donation of my time. Which ever. I have two thus far prior supervisor reference letters to prove myself as a comopetent employable worker. HHS has restricted other supervisors from providing me with further letters. They refuse to support their accusations and communication with their attorney has ceased. I am left with the daunting option of either living with what has happened and future ramifications or suing the Department.
    My experience with the NE DHHS is that many of their workers are dedicated to doing a competent job for their families and working towards both protecting the children while getting them reunified with their families however there are those workers who are strongly biased, do not understand social conditions and precursers of human behaviors. The Department hires at the Bachelor level for CPS workers but they do not restrict it to Human Service Degrees. They have Art and theater and biology graduates who have made significant mistakes with families.

    Many workers with in the Department are on power trips, they throw out judgments against their families. The woman who just won’t leave the abusive husband, the addict who “chooses” drugs over her children. I am ashamed to have worked for this system. My hard work and dedication has been tarnished by a shady supervisor whose goal was to cover his tracks and I can only assume throw me under the bus when the court held the Department accountable for the major policy violation which could have resulted in a major lawsuit.
    Anyway, it is good to know there is a person in a powerful position who is aware of the corruption within their CPS system so they can contribute to advocating for the families whose caseworkers are not and changing the way the system operates.
    Ne is going through some big changes. They are contracting out their services so escape liability from families and penalize the providers when mistakes are made. Ne lied to their workers, stating that no one will lose their jobs when they were already shutting down rural offices and eliminating positions in other offices which were not as easily noticed. My fear is for the families and how these changes will affect them as they have already designated a major central office in a rural community. How will low income consumers get to the offices when there is not bus system to the location. Up to this point, there was such a high turn over rate at the Department. Back to back training classes. Hiring so many new workers when there weren’t any desks available. It’s like workers are “picked off” there is not investment in the workers they have, they are expendable. No worker wants a termination on their application. The Department expects to terminate at will for the slightest sign of job weakness and for workers to quit under the pressures of the high case loads. It is a sad situation. Families are going through so many workers and they are so frustrated and feeling so helpless. Families and Providers are so mad at the Department for the lack of communication, lack of timely task duties and neglectful missing of monthly required contacts. When I would get new cases I would always have to recieve the yelling and expressions of distaste for the previous workers mishandling of the case while working on rebuilding a trusting working relationship.
    It is unfortunate that DHHS tries to put off the image that they are their to improve lives which they do, but they also damage lives with often no accountability and appologies. Our state is protected on what they can be sued for. In my situation, they have created a government document which contains false accusations. They are able to get away with this and it has severe consequences for the rest of my life.

      The sad part of your comment is the fact that you became part of the dirty little secret of DFCS. When you wouldn’t play by their rules which changed hourly you became a problem. That is sad. I feel that you are basicly a good person who only wanted the best for the families. We all know this is a money making business and has nothing to do with the care and concern for the children or the parents. The children are just a means to an end, dollar signs to fill the cofers of DFCS.

It is obvious that CPS does not protect families, children, or Constitutional liberties. They can only be defeated if we work together.         Please help my family we are in the corrupt system of children and youth of Pike County PA. My step-son was taken a way from us due to an incident he did on the school van. That was 8 months ago we only get to see him 3 hours a month because I complained about their abuse of the system. I didn’t complie with their corruption that caused us even less time to see our son.     My grandchild was taken into CPS custody in San Diego, CA. He was abused by the
    foster parents and I insisted upon him being removed from that home. The CPS worker took him to Childrens Hospital he had “bruising in various stages of healing to arms, legs, face and right ear”. Hypopigmented scar to forehead.(from the hospital report) I work full time and my schedule is not the regular 8 to 5. Due to the economy I am having extreme financial hardship which would make it impossible for me to pay a day care and provide for him. Are their any programs out there that would help me with that if I adopted him. It is really, really sad you have to loose your grandchild because of financial restraints. He is a beautiful healthy boy, I just don’t know what to do. He is only 2 and taken from his family a year ago. Any suggestions? Thank you

    Would the news media not be interested in doing a story on Child Protection Services corruption within the United States.? I live in Sumner County, Tennessee. Child and Protective Services has presented to the courts false whiteness testimony from so called interviews with my daughter. This information will be used against me in court. Child and Protective Services has used evidence fabrication by reporting to the judge threw case files, that I am stalking my own attorney, the CPS staff, and the foster mother, when in fact I have not!

    This is happening across America and needs to be stopped. The lying in courts, and coercing children’s testimony in written documents and forensic tapes, in order to allow courts to have children removed from their parent’s custody, needs to be stopped! I know MSNBC did a Documentary called Which Hunt that exposed some of this, but was said to be a problem twenty years ago, it is still going on today!

    This is what Senator Nancy Schaefer fought against before she died. She tried to shut them down all together. This is corruption at its highest level and should not be accepted here in America! Is there nothing that anyone can do? To stand by and watch the injustices done to children and families is reprehensible.

      I’m only Canadian, but this concerns everyone. Nancy Schaefer is one of the people who inspired me to do somthing. It was two days ago when I found out about all this. I want to be able to make a difference. I’ve let some of my friends of mine know about this. I’m writing down what I’ve found and plan to leave it somewhere where everyone can see it. But I still feel that it won’t be enough. I’m still a kid in my own right, but I’m making the decision of an adult. I want to make a difference.     I’m only Canadian, but this concerns everyone. Nancy Schaefer is one of the people who inspired me to do somthing. It was two days ago when I found out about all this. I want to be able to make a difference. I’ve let some of my friends of mine know about this. I’m writing down what I’ve found and plan to leave it somewhere where everyone can see it. But I still feel that it won’t be enough. I’m still a kid in my own right, but I’m making the decision of an adult. I want to make a difference.     There are several situations in Douglas County Georgia where kids are being held hostage by DFCS and the collaberation of Juvenile Court. These people are falsely accusing parents and going out of their way to create a case that is really non-existent. It is amazing how the court appointed attorneys are also in collaberation with this monsterous devitation to families. It is alos amazing how the Guardian at Litems do not even care about the well being of these children. They put parents on a goose chase to complete a plan only to finish the plan and the children are not returned home. It is also amazing how CASA (volunteers) work with the kids and then turn their back on them and sell out for no pay. This is just amazing to me. Judge Hatchet go out of her way to make CASA seem like they are great people and I admit many of them are, but then they get caught up with the hip of the system choice to use these children as commodities and drug them up to make it look like they need to be in a residential facility only to get more funding for having the kid in their custody and the children are too drug to even comprehend what is going on. This is a cycle that need to stop. This is very hurtful and it is very unjust. It is almost unbelievable to think that a system which was originally designed to help families is only hurting families and capitalizing on the misfortune or the MISREPRESENTATION of a family member. This is exactly what goes on in Douglas County and if anyone have any information which would help FREE these kids which are being held hostage, please let me know. This is crazy! Oh, I did not mention the abuse the kids recieve while in DFCS custody. This is just swept under the rug as if it did not exist. Oh! yes, blame the child. The child made this happen with multiple injuries, they did it to themselves DFCS would say. They want to go home and they are doing these things, but no, DFCS says even though you want to go home, you can’t. I have to keep you because you make my county too much money. Medical Neglect you say! Let the parent miss an appointment and their babies are taken from the house, but do DFCS follow up on appointments after a child has been injured in their custody. NO! NO! No! And for them it is okay. In Douglas County, Georgia they do not follow their own rules and regulations. DFCS and the Juvenile Court think they are above the LAW, but remember: God set high and look low. Douglas County DFCS and Junvenile Court are very low down and dirty but know that the eyes of the Lord are upon them and for all the children they have damaged and continually try to hold hostage, watch out! I feel sorry for Douglas County more than I feel sorry for the babies and families that have been affllicted. Where is justice. God will bring it.

      im in thomas county and its just as bad. my stepsons mother is a known cokehead, so they gave my husband custody and her visitation was under his discretion as well. when i had my now 5 month old daughter, this woman came to me with drug treatment and a job, and after much consideration we decided to let her see her son. several months later we started to ask her for the child support we were owed. she stopped coming around then defax came. they drug tested me and my children, and everyone was clean except her son. but they took both of them saying we must have done drugs and given them to them or left them out. i told them thats ridiculous bc we are not drug users and they have her on video doin the stuff next to this boy about a year beforehand. my daughter is now in grady county and my stepson with grandparents. they refused to place her with my mother in law saying she needed to be checked out. she already has within the last yr. so she passed her check again n i mentioned to my caseworker i was hopin since she passed the baby would be home for christmas. so she slowed it down saying my 84 yr old grandma needs to be checked(she has been alrede as well). also my daughter had regular health checks that were 100% perfect til she went in. after a month in foster home she was underweight. they told me it was my fault somehow and also fabricated that my daughter had bloody blisters on her bottom when they took her. no one in my family recalls that, but my case worker and the foster mother swear up and down that was the case. im only 20 yrs old and i dont know what to do. they dont have proof we didnt or did do anything. but they arent even willing to entertain the idea that his mother could have given to him out of spite or jealousy, even though she has an open investigation on her through the police dept that says she is in fact using. they are saying its confidential and we cant use it, but thats all we would need to get htem. i am full of despair without my babies, and have no idea what to do or where to turn for help. her family name is big in this little town. and even our lawyer goes to dinner with them on sundays. help please if there is any way. i need my kids and i am way to lost and naive for this but i love my children and i would never do anything to harm them.

    I am a parent same thing dcf illegally took my children .the only way to fight them is to not do what they want fire your attorney and represent yourself .learn law and your rights and fight back . The only thing they want is to keep your kids . Its a long hard road but its the only way .all they want is you to do all there services. . To keep system going .all money . Well my kids are my kids . And they are coming home .I as well was a foster child once foor 4 1/2 years and was abused and lived the system threw the eyes of an innocent child and now as a parent where my children have been illegally taken from me . We r the people . There are more parents and family members then social workers .we all need to come together and fight for the children and are rights .we need to ruther ourselves and gather in numbers in our towns cities where we leave .we need a walk againest dcf and cps .. people stay strong for the children and familes suffering

    the name is differant here CPS is called the Ministry for Children and Families which steal children for profit or keep children in care because there is no inicitive for returning children to there homes the problem is to that the Ministry for chidlren and families has a total lack of accountablity they are never accountable for anything and abuse their power and are above the law and what they do dosen’t matter because they don’t have to answer to anyone Nancy Shcafer said that this is a nationwide problem she was right and enough is enough!

    Ms. Mason,

    This is a fantastic website that you have created and your research is inspiring to me both academically and personally. While much of the content on this website is geared towards parents, legal guardians, or other interested parties; I would like to have a brief opportunity to add my own personal experience as a ward of the state.

    I am 32 years old and was born in Kingsport Tennessee. The first six years of my life I lived with my biological mother. Some of my earliest memories were going through dumpsters for can and for food. March of 1986, at the tender age of 6, the state took me away and thus begins my painful journey.

    For the next 12 years I grew up in 40-50 different foster homes, group homes, mental hospitals, lockups and everything in between. Every type of abuse you can put an adjective in front of I have endured many times over while in the tender loving care of the system. I was on so many types of drugs that it felt like one big M & M dispenser. Reflecting back I often wonder if I was some sort of guinea pig. .Restraint (huge burly guys picking you up and slamming you to the ground WWF style) and seclusion for the smallest offense was all so common throughout my stay.

    Many of my “councilors” in the various placements diagnosed me as being to “stupid”, to “retarded” to succeed in life and they often told that to me to my face. I would always respond “wanna bet”? The stack was certainly stacked against me when I aged out of the system. When I turned 18 years old I had less than one year of high school education.

    The past 14 years has been difficult to say the least. During this time span I obtained obtained my GED, my AA degree, my 4 yr degree (social work…go figure) and I am happily married. The biggest challenge, the greatest fight that I have ever fought has been refusing the mantle of victimhood.

    Indeed. I know the statistics quite well. If memory serves me correctly less than 50%of former wards of the states ever obtain a ged/high school diploma. These numbers are even more depressing when it comes to college/university with only 10% ever gradating. I’ve seen it said that 70% of the current prison population in California spent time in the foster care system at one point in their lives. Lastly, only a small minority of children spend 10+ years in the system and are moved to as many as I was. Lucky or blessed I am thankful to be in the position that I am currently in.

    It’s quite depressing to see the affairs in America today. In their never-ending quest to find victims the Democratic party tried to peddle Ms. Sandra Fluke, and her so called contraceptive battle, as that of a victim. Their are so many other worthwhile causes that they could pursue (speaking of both parties) that deserves attention. Yet, society by and large likes to push us under the carpet and place us in the closet. Out of sight out of mind.     On my 18th birhtday back in 1997 I promised myself never again. Never would another child have to go through what I went through. During my mid 20’s I briefly worked with than House Majority Leader Tom DeLay advocating changes in the foster care system. The folks at ChildrenRights (http://www.childrensrights.org) are fantastic and have valiantly fought on behalf of foster children in the legal arena.

    Sadly I have been out of the loop for a few years now. I am currently living and teaching in Thailand for the past five years. The time for me to leave is approaching fast. My heart’s desire when I return is to champion foster care rights. The only reason why I am have the sanity that I have today is the love and support I got from my CPS worker as a young child. For six years years (until I was 12 or 13) she fought the bureaucrats and nearly lost her job due to me. She’s the closest thing that I will ever have to a mother and we still maintain contact to this day.

    What she gave me I want to give to others. I do not want my suffering to go to waste. How can I fully utilize my knowledge of the foster care system to bring about changes? Should I pursue my masters degree or law degree?

      Jeff pursue your law degree and fight for the mothers and fathers of these children who have no advocate to fight for them. They have no one to stand by them to prove that they are loving kind and good parents. That they sometimes just need a bit of help to get them on their way. That they don’t deserve to have their children stolen from them for profit. That they need those children as much as children need them. That is the best way to use your talents and your past experience. Then surround yourself with people that have like minds who will go to the ends of the earth to keep this children at home with their parents.

    Senator Nancy Schaefer tried who I believe was murdered along with her husband to frankly shut her up……………….she is one of my heroes.

    It was reported that her husband killed her and then himself……………..do I believe this?……………absolutely not and neither do a lot of people.

    I read that she was coming out with a documentary film and was going to name all the government pedophiles at least in the USA involved that were molesting these children that were for no reason taken away from their parents AND MANY NEVER SEEN AGAIN……………..like a pedophile putting in their order for a child of a specific age, specific look, etc., etc., etc.

    my name is shaina me & my fiance michael had our beautiful,happy,healthy well loved & cared for 8 month old son taken from us & put into a foster home over 2 months ago, theyre saying my fiance beats me up & forces sex upon me,which is definetly not true they twisted my words & are making us out 2 be horrible parents because of a few isolated arguements that every normal couple with a new baby have,also because i have a past history of drug abuse over 2 years ago dcf is saying im an unfit mother,i was diagnosed with anxiety & depression,dcf told me if i didnt go into rehab they would take my baby so i went the next day,i found out they went into court & got emergency custody the day i got into the rehab,well i completed the rehab,got a therapist & a psychiatrist the day i got out of rehab, dcfs service plan for me was to enter & complete a 6 month dual diagnosis program & to take classes on domestic violence & how it affects me & my child,which is absurd because there was never any violence or anything done to me they just continue with the lies & tell me what im doing isnt good enough,i dont know what to do or where to turn for help i have a lawyer & did the 72 hr hearing & the judge gave dcf 2 wks to be place logan with my sister she filled out all the right paperwork & did everything they asked they even went & did a home study & everything looked good up until the day after dcfs 2 wk deadline they said logan couldnt go with my sister because of her childrens father who doesnt live in the house,never had a key & doesnt even come around,oh ya i forgot 2 mention my sister had legal guardianship of me & my Brother when i was younger because i was in & out of foster care due 2 my mother abusing cocaine, i want my little angel home where he belongs or at least with family & dcf just keeps dragging their feet & lieing, i just dont understand how they can get away with making up stories & ripping families apart
    PLEASE we need some help if anyone has any advice to help us fight dcf,

      Hall county dfcs said the same thing about my husband and I. We did have an argument, we did scare our kids, we did stop the argument after we noticed we scared our kids. My son went to a counselor at school and when asked the same questions by everyone that got involved the stories grew taller. The more attention you give a child or anyone for that matter the stories always grow. They are suppose to be trained for all of this to know the difference. The lady who came to my house said she was going to take my children out of the home. I asked instead of you taking them can I leave with them she said yes and called the police. When the cops got there one jumped out and said are there any weapons in the home. I said yes and he got out his gun and ran into the house all the while me screaming sir it’s not like that. The officer came back out yelling what’s going on here? I tried to explain to him but was cut off by the dfcs worker. She went on to say take these papers in there to him, the officer said no you should not even be involved in this matter grabbed her arm and forced her inside to give my husband those papers. They ordered us to go do evaluations, where they found I was an abused woman. Now me thinking where are my bruises, when has he hit me, why do I have friends and family why didn’t anyone try to help me, yes I was being a smarty pants. They ordered us counseling. I thank god everyday for the lady they sent out who did 8 visits and turned in her paperwork as complete. She did everything she could to help get us out of dfcs control very quickly. Now when it comes to dfcs, I am labeled an abused woman. During this time my husband had a massive heart attack with hospitalization and emergency open heart surgery, this was the cause of our argument, he was not sleeping could not breathe And in extreme pain since July 2008 this happened in August 2008. Husband heart attack was in December 2008. Because my son was scared when my husband came home from work they deemed us bad parents. My son knows he can tell who ever whatever as long as its the truth. He knows if he lies he will be in trouble, guess what happened. He exaggerated his stores because of all the attention he was getting and he kept saying over and over again mommy I’m sorry, mommy I’m sorry. I never got on to my son because those idiots have schooling that teaches them how to respond to children, lol, like you can raise a child by reading a book. They abuse people and terrorize them and no one listens, ever! Our governor of ga won’t even listen. I wish you good luck and I hope that you find someone who will listen to you but right now you are a scarlet letter and if you do not have the money to retain a lawyer you will have to use the ones appointed by the same court that will not listen to you and that lawyer will do whatever that dfcs lawyer says. I am sorry I will keep you in my prayers. I came from the system and they have really messed what very small childhood I had up! Your kids are not safe in there. That’s where the predators live!

    Can someone help me I’m in Louisiana and the same stuff is going on with me. My grandchild got taken out of my home because of his birth mother giving birth on drugs. I had gone to Social Services and reported that I had custody of my grandchild and they did not want to help me get some kind of temporary custody and then come ripe this baby from a good loving home. Now we as grandparents will not see this kid grow up and not know new name when adopted out. I need someone to help me give me ideas.

    The hall county, Georgia dfcs tried to take my kids, also. The Pickens county dfcs has my sisters kids and refuses to give them no matter what she does. So the abuse is everywhere. My nephew, who lives in Tennessee, his son was taken and just last night the foster parent beat the baby, brought him to my nephew and threw the baby in the street. It’s all about how much money these people can get. It’s the power a rapist has over his victim. No one listens ever!!!!!!

    This is very sad berks county in pennsylvania is the same way. Something really needs to be done. Nobody is perfect, and parenting is about learning, loving, and growing. These agencies are so corrupt. Im about to lose my son to this system. Me and my sons father have done everything these people asked and all seemed as good as could be there was progress. We had home visits 2 times a week for 6 hour only supervised for the first hour. Now since its been over 15 monthes they petitioned to change the goal to adoption. They cant be trusted I never felt like they were trying to help, and i just wish i knew what to do to get our son home where he belongs.

    I am in need of help to fight APs in my state of texas, my daughters are twins now 25 they were removed when they were 16 because the family resided in the pagan (non-christian) society. Yes i have that in black n white! when i broguht to the courts attention it was swept away like nothing. We were told then that the court would not see or hear us unless we had an attorney, we asked for a court apptoined attorney since myhusband is disabled, the judge slammed her gavel and said denied! to this day we have not seen our children, they have been transferred to APS now because they are adults. Recently I have been allowed phone visits with my girls, I need help to locate an attorney who is not afraid to go against APS to fight for my girls to bring them home! My daughters have stated to their worker many times they want to come home and have repeatedly been forced into mental health facilites claiming they have been abused etc. My daughters have been forced to take all different kinds of meds for mental health issues which they never had . My daughters were born with a mild form of downs called downs mosaic syndrone, the workers have repeatedly said there is no such thing, It was the nuerologist from SSI who diagnoised them when they were small. APS and CPS both have not sought another diagnoiss from a certified Nuerologist but rather of a psychologist who is not by law able to make such a diagnoiss! I have been made aware by my daughters in the recent phone visits that APS has failed to keep my daughters safe , My daughter told me at the other care enter they had been placed at the workers overdosed her on her so called meds til she had to be rushed to the hospital in seizures where she stayed for 3 months , she still has seizures which she never had in her life . She is terrifed she is going to die and never come home.. Today my other daughter called me tryign so hard not to cry to tell me she was attacked and injured by another person living inthe same place beause he is violent and apparently does not like my daughters! What the hell is going on ! Ineed to protect my daughters and get them home ASAP! My daughters are not mentally i ncompent or anything close to it. They are slightly slow, the worker lied to them and said my rights were terminated .. That is not true and never happened, They are 25 but have no clue what they can do to protect themselves or come home. The workers have told them they can never come home they have to stay in care..Evertime my daughters show the least bit of emotion about wanting to come home their worker drops them back in another mental hospital for supposed medicine checks claiming the one they are on have stopped working. They switch meds and at such high dosages my daughters then cant function and have no clue what is going on. Their worker just since being in APS has been switched liek 5 times that i know of. Each time a worker takes the time to get to know my daughters or starts to work with us, bam they are gone and another takes their place. I have been searching for alomsot 10 years of pure hell and heartbreak for an attorney to help us, but they all seem afraid to go against CPS/APS. EAch time i hear my daughters voices and their crying that want me to go get them i try to hold back my tears so as not to upset them more. But that is getting harder and harder.. What do I do ? How do I find an attorney to help before soemthing more tragic and fatal happens to my daughters atthe hands of APS. My daughters are hurting and are getting pysichally injured, my place is to keep them safe ! Help! Please…

      My 3 daughters were takin from me about 6 years ago in saint charles county, missouri. I did everything I was supposed to do, and everytime I was suppose to get more visitation with the girls, some lie was made up, just to knock me down. I fought til the very end, and was never even given my last visit with my babies. My story is very long and upsetting, I will give all details through email. Please, I need to know what I can do to get my children home with me.

        Hi, It is unfortunate but the people that can do something about this horrific situation …our government…..does not appear to care. Georgia Senator Nancy Schaeffer tried and all she got for her effort was killed in her own home along with her husband…………………shot in the back as they slept…………………that is what is on the internet…………………..true? From what I have read is that there is too much money to be made and there are apparently many pedopiles in the U.S. Government………………who get off on children and who do not want to be found out. And remember…children can not and do not vote. You can try getting one of those investigators on the news on all the T.V. stations to perhaps get your story out. Bless you and your children.

    I too am dealing with CPS in Maine and cannot believe the way myself and my spouse are being treated, all on hear say from an angry ex! From the very begining I could tell they were out to hang someone regardless on the truth and I dont know what to do or where to turn…

    hello. I have been trying to figure out if the state of California took my newborn bother away un fairly. .My mother has 7 children. .When her 7th child was born, they took him away and said she was a unfit parent,but let 6 children under 18 n her custody. Now he is 18 and I called orangewood to get his info and they have been stalling me. They said he was adopted out. Which I believe he was a newborn, but for the life of me cant figure out why we were left in her an my dads custody if they were unfit parents. Does that sound funny to any1 else?

    im in maine also they got involved in my life too because of me and my ex fighting never around the kids but they made stuff up to make it look worse than it was my ex wife is a bad addict now is out of the picture but they admited they lied they said they had to do what they had to do to ensure my kids safety i thought that was my job not theres but they can do what they want and they get away with it because we cant get enough people in maine to unite against them

    I can certainly understand the sentiments expressed in the article, and also the comments listed by the former worker from Nebraska, but I must disagree with you about the issue of termination of parental rights and adoption in some cases.

    Today there seems to be a great reluctance on the part of courts, guardians, social workers and others to terminate parental rights even in cases of extreme abuse and neglect; the sad fact remains– not ALL parents do treat their children in the way society expects and civility requires. When birth parents fall short of the mark, other relatives are not always present to care for children. Additionally, there are many potentially excellent parents (some of them childless) willing to adopt children. They should be given the opportunity to provide good homes for them– not all of those people are fostering for money or in order to exploit children.

    Your recommendations do a disservice to prospective adopters and to many children in state care or unsuitable birth homes in my opinion. Even six months in adult time is a very, very long period from the perspective of a young child.

    In my view, if biological parents whose children have been removed from the home for neglect or abuse cannot “get their act together” to offer care for the youngsters within that time frame, they should automatically lose parental rights and the children should become available for adoption immediately.

    Placing them in a permanent situation, with at most only a single foster home placement, would reduce much of the emotional stress associated with becoming a ward of the state. Additionally, it should give birth parents who have messed up a genuine incentive to learn to offer better care. During the six months when return of the children is at issue, the birth parents should obtain genuine assistance from child welfare agencies– not the patronizing and sometimes half-hearted or condescending efforts made by some state agencies.

    The notion that youngsters should ever be semi-permanent “foster kids” shuffling between court hearings and foster homes and unsuitable birth parents has debilitated the child welfare system in many U.S. states. Children probably fared just as well back in the era of the Orphan Trains when at least placements occurred rapidly.

    Dear Editor,
    Today is Thanksgiving a holiday that is celebrated for many different reasons. The season where the leaves fall as the wind blows and the trees are howling for they know the climate has changed. This is the time were family ties are rekindled and loved ones are near, however, CPS (child protective services) does not care to unify families at all. IN fact, they seem to be a small group of people in towns, cities and neighborhoods who make major life decisions for families.
    Today, on thanksgiving a 8 day old baby is in foster care away from her mother who was breast feeding her. CPS came into a clean home where there was no apparent danger or imminent harm. and caused trauma to all of the individuals in the home. The papers were filed to take the new born infant out of the home an hour prior to taking her without any formal investigation. CPS worker Nick has overstepped his boundaries and has compromised his position as a CPS worker by violating all of the rights of the mother in the case. Dalia Kenbar (the mother) has been fighting CPS for the past few years. They have already removed her 8 year old son 8 months ago and put him in foster care as well. There is no substantial evidence that is a true causation for CPS to remove Dalia’s children out of her care.
    Despite the allegations against Mrs. Kenbar being dropped, the CPS worker declared war against her by finding anything to slander her name and take her children. On Novemeber 27, 2013 at approximately 5:00 the door bell had rung on 9738 Ravenshire Dr. The police spoke with the son of the homeowner saying that they were just there to “check” on the mother to see if she was in suitable living conditions. An hour later and 5 more officers including the Sheriff had arrived on the scene. Dalia’s lawyer had rushed to the home with her family to defend her client. The lawyer had spoken to the prosecuting attorney who was in agreement to not remove the infant from the home. Nick the CPS worker continued to pursue the kidnapping of the infant. Brutal force was used by the many police officers, they pushed children, pinned a young female University of Michigan college student to the floor and arrested her. The scene was from a bizarre movie as they took the infant without any clothes or blankets into the cold weather. They treated the individuals in the home as terrorist. They not once considered the facts of Dalia Kenbar’s case and went forward in kidnapping the infant on trumped up charges. This case has happened to other women and children around our world, because there are no checks and balances with the foster care program. Lets pull together as a nation and fight for these children and families alike with similar situations against people that kidnap children from homes. The system has failed once again and has traded an infant for a mere piece of paper. Dalia Kenbar is not only the victim but has wanted to raise her children in American soil that her mother had died fighting as a translator for our country. Please respond because this was a high class kidnapping that needs to be addressed to many ears and eyes.

Could people be so malicious do they not see me, do they think my life should be taken by one final blow to the head. Stabbed and wounded are the fragments of my heart, every ache comes from you CPS!”

    To whomever it my concern I have done everything I can to get my kids. My kids were staying in fort valley ga.I have a set of triplets 2girls and a boy they have been taking apart. They are 14.the case workers that is over them is best friends with the aunt they all give me a hard time they won’t let me be of part of my kids life.I’ve been locked up in my past over 10years ago their mother is dead.I have to be oppressed by these people I love my kids please if anyone hear me please god knows I am telling you the truth I get oppressed by these people because am a black man married to a white woman.     This is our nightmare right now as well. My granddaughter age 4 was taken from my daughter almost a year ago. I passed all their checks both me snd my home. I had her for 2 weeks when the social worker decided it was not going to work and they took her. Never gave me a reason mom’s matter how hard I tried to appease them. She said “I don’t have to tell you anything you’re not the mother” I’m devastated. Once in awhile they will let me see her monitored. But if I make any waves by asking a question or why is this happening I get my visits tsken away and threatened that Im endangering reunification of the family. Im scared to death. Im in Los Angeles County, CA

    well its sad to say but they take these kids from their parents and place them in foster care and they are really abused and neglected and truly most of those parents l0ve their children very much and just may have hit hard times and its really sad . I was in foster care when I was a young girl and it was horrible. I feel sorry for these children.

    I have recently been introduced to the alarming problem of CPS agents removing children from homes without just cause. It is amazing that the villains in the systems are allowed to continue their unethical practices. In researching this subject, I’ve discovered that there is a vast library of stories, but due to retribution from the Child Protections Agencies around the world, the perpetrators names are not being broadcast.

    I am unsure whether anyone has tried this, but I am a database programmer and believe that if we collect the names of the agents, lawyers and judges involved in this crime, we may be able to identify the perpetrators and bring them to justice.

    If you or anyone you know has had child protection remove their children, I am asking that you send me some basic information.

    Ssocial worker caught.red handed giled a false abuse report in my.cudtody casr I got the.supervisor cps to dhow up.she ran out my.ex.dtill.gave the report.to judge .supervisor explained the worker.wad biased and police.and cps.told her the repirt was.obviously false .on the record.she did.alot to me.stalles.case a year withheld my ex was found.guilty of.neglect had my sale my.bussines as.she tild.court she needs f to.be 730’evulator anyway im fearful of court I was supposed to be.reimbursed but a year fearing your child.will be taken unteal her name JESSICA st claire irvine cslufornia she retired d.that day.and.us a.full time.730 no one reported.her crine fileing.gabricateing a abuse report plus she should.not been ob my.case conflict of intrest as ny.ex.had oprn negkect case if.any one wants to seek damages contact me.this isnt.he.said.she.said I have.the.false report.and.court.record.this is.a solid.case.me I.fear goung alone.and I.cant.afford a attorney although they get a good.settlement .
