As most of you know Samantha was supposed to receive the softball schedule for her girls softball games in Commerce Ga. The Foster Care Provider Donna Webb had told her she would get them to her. She refused to let her know when opening day was so Samantha missed that. She called her Public Defender Crandell Heard, the same one who represented the mother whose daughter Jessica Scovil died in 2008 in the car of her foster care provider. He told her he was emailing the attoryney for Jackson County DFCS and tell him that she needed those schedules. Samantha never heard from Crandell. On Monday April 12,2010 she went to see her girls for two hours because the week before the kids were out of school and no one told Samantha that her children were taken out of town by Donna Webb for a “vacation”. Samantha went to visit her children and no one was there.
So on April 12th she had a two hour visit. Samantha was told that Donna the foster care provider had given the schedule to Katie Bice the caseworker and it was up to her whether or not she would let Samantha have it. Katie was also supposed to let Samantha know when the children’s parent teacher conference was so she could attend. She has not done that either.
There are a couple of things wrong with this picture. One, Donna Webb lied to Samantha about telling her she would give Sam the schedule. Two both Katie and Donna are in violation of the Title IV-E Funding guidelines. Samantha is entitled to know when her children’s parent teacher conferneces is so she can make the decision to attend. IF Jackson County tries to use that excuse under their “reasonable effort” to say that she didn’t attend those, they are lying. She had no schedule. Next in regard to the softball schedule. That event is a public event no one can make her stay away. She is entitled to watch her children play ball. Crandell Heard the Public Defender is once again sitting on his hands and not doing due process. Katie Bice is playing minds games and Donna Foster is trying her best to keep Samantha away from her children. Can one say collusion all around.
Crandell makes promises he never follows through with, Katie refuses to turn over things she is supposed to and Donna Webb and Katie don’t tell Samantha when the children are taken out of town. This is in direct violation of the rules and regs of the program. If something happens to these girls while they are out of town, Katie will not be held accountable and it will be called a terrible accident.
In the mean time the girls are wanting their mother to come to their games, asking when is she coming and is caught in the middle. This is just one more game that is being played by Jackson County DFCS and Donna Webb. She is not their mother. She is just a paid- highly paid baby sitter for Jackson County DFCS who are considered the legal guardian of the children. But yet if something happens to them Katie Bice, Diedra Sands the Guardian ad Lideum, Mary Mahoney the supervisor and anyone else involved who are considered the legal guardians will not be held accountable. Donna Webb will just get her hand slapped and life will go on.
